Cultural Construction in the Five-Year Plan:Development Process,Experience and Prospect

Abstract
As a strategic instrument of the Communist Party of China(CPC)in governing the country,the Five-Year Plan is not only a blueprint for national economic development but also a crucial governance mechanism for shaping cultural forms,allocating cultural resources,and guiding cultural directions.By reviewing the development process from the 1st Five-Year Plan to the 15th Five-Year Plan,this study examines,under the constraints of different historical stages,how the planning mechanism has systematically advanced cultural construction. From the 1st Five-Year Plan to the 5th Five-Year Plan,the Five-Year Plan mechanism was in its initial stage,laying the basic ideological framework for socialist cultural construction through mandatory planning.From the 6th Five-Year Plan to the 11th Five-Year Plan,the planning mechanism underwent a significant transformation from mandatory planning to guiding planning,activating cultural development by introducing market mechanisms.Since the beginning of the new era,from the 12th Five-Year Plan to the 15th Five-Year Plan,the planning mechanism has achieved a systematic upgrading of its governance capacity,systematically promoting high-quality cultural development through systematic integration and strategic steering. From the 1st Five-Year Plan to the 15th Five-Year Plan,culture has evolved from serving industrialization in the early days of the People's Republic of China,to becoming an important part of socialist spiritual civilization after reform and opening-up,and then to playing a key role in the"Five-in-One"overall layout of the cause of socialism with Chinese characteristics in the new era.The strategic position of cultural construction in the overall work of the Party and the state has become increasingly prominent. The Five-Year Plan embodies the Party's valuable experience in using planning mechanisms to advance cultural development.With strategic resolve,decision-making mechanism of the plan institutionally locks in the Party's leadership over culture.This ensures that cultural development never deviates from its intended political and ideological direction.By adopting a demand-oriented approach,transmission mechanism of the plan turns the people-centered principle into practical outcomes,ensuring that cultural policies genuinely respond to the needs and aspirations of the public.Through the dual commitment to upholding fundamental principles while pursuing innovation,adaptive mechanism of the plan logically builds cultural confidence.It strikes a delicate balance between preserving cultural heritage and embracing necessary reforms.And by systematic integration,coordination mechanism of the plan decodes the overarching goal of building a leading socialist culture into actionable targets at different levels,making long-term visions achievable through phased implementation. Looking to the future,from the overall perspective of Chinese modernization,the Five-Year Plan will comprehensively map out the profound relationship between culture and national development.It will accomplish the modern translation of traditional culture through the"Two Integrations",realizing a creative transformation and innovative development of China's rich cultural heritage.It will achieve a paradigm shift in cultural forms through digital and intelligent technology empowerment,seizing the technological high ground in civilizational expression.It will foster a new form of humanistic economics through deep integration of culture and economy,addressing the modern paradox of material abundance alongside spiritual enrichment.It will build new rules for cultural exchange through mutual learning among civilizations,moving from merely telling China's story well to actively participating in global cultural agenda-setting.Finally,it will advance the modernization of cultural governance through forward-looking planning,evolving from a management tool into a platform for civilizational construction.With its institutional evolution of innovating while inheriting,activating while coordinating,and transcending while leading,the Five-Year Plan has forged a unique practical code for advancing the construction of a leading socialist culture.关键词
