Abstract
The"Four Major Tasks"-stability,development,ecology,and border strengthening-defined by Xi Jinping for Xizang's governance,and the"Four Creations"objectives-establishing Xizang as a national model for ethnic unity and progress,a pioneer in high-quality highland economic development,a national ecological civilization highland,and a demonstration zone for border con-solidation and people's welfare-together constitute the strategic framework for Xizang's devel-opment in the new era.The two are dialectically unified:the Four Major Tasks provide the foundational conditions for the Four Creations,while the Four Creations embody the practical outcomes of the Four Major Tasks.This framework is guided by systematic thinking,dialectical reasoning,a people-centered orientation,risk awareness,and historical consciousness.Realizing this vision requires unwavering Party leadership,solid foundations for high-quality development,deep-ened ethnic solidarity,enhanced social governance,ecological security,and innovative models for border development and people's welfare.关键词
