Abstract
The 15th Five-Year Plan period marks a critical stage for the digital and intelligent transformation of traditional infrastructure in China.As the core carrier of maritime traffic safety supervision,the Vessel Traffic Services(VTS)system undertakes the mission of ensuring maritime safety and safeguarding international shipping routes.Its high-quality development is directly related to overall national security and the effectiveness of building China into a strong transportion country.Currently,China's VTS system faces bottlenecks such as limited dynamic perception,insufficient system coordination,and a low level of intelligence.To address these bottlenecks,this paper focuses on the transformation and upgrading practices of the VTS system,elaborates on four core pathways,and specifies the implementation priorities of each pathway,providing practical guidance for the digital and intelligent transformation of VTS and the modernization of maritime supervision during the 15th Five-Year Plan period.关键词
