Realistic Deviations and Path Optimization for Grassroots Officials in Establishing and Practicing a Correct View of Political Performance

Abstract
Transcending mere work-style issues,formalism has deeply evolved into an implicit insti-tution that governs grassroots operations.Consequently,in the process of establishing and practi-cing a correct view of political performance,grassroots officials exhibit a chain reaction of cognitive dilution,behavioral proliferation,and outcome deviation.The goal substitution and incentive dis-tortion under the pressure-based administrative system constitute the deep motivation of behavior deviation.The structural gap derived from the imbalance of power and responsibility and fragmen-tation has spawned the strategic survival logic with performance governance as the core at the grass-roots level.The deviation between individual role conflict and psychological contract has further so-lidified the cognitive deviation of avoiding responsibility first.Together,these factors collectively lead to the misalignment of grassroots officials'views on political performance.Only by recon-structing a results-oriented performance evaluation system,building a scientific and standardized in-centive and restraint mechanism with equal rights and responsibilities,and relying on smart govern-ance to cultivate a clear political ecology,can grassroots officials be effectively forced to break away from the quagmire of formalism and truly establish a people-centered correct view of political per-formance.关键词
