Abstract
The Wuxu conference is a mechanism for consensus building and decision empowerment that runs throughout China's Party-state bureaucratic departments and is embedded in the entire chain of strategic decision-making.Through scientific field design,the Wuxu conference effectively resolves the threefold tensions between top-level design and grassroots exploration,long-term strat-egy and short-term goals,and overall coordination and departmental silos.Through the coupling mechanism of agenda framework construction,strategic attention anchoring,decision-making con-sensus rehearsal,and strategic principle output,the Wuxu conference systematically empowers the entire chain of strategic decision-making.To avoid practical deviations such as"one-person shows",over-reliance on experience-based decision-making,lack of flexibility,and becoming a mere formali-ty,it is necessary to improve multi-participation mechanisms,strengthen digital and intelligent em-powerment,adjust agenda setting,and enhance outcome transformation and effectiveness evalua-tion,so as to realize the transformation of the Wuxu conference from consensus building to decision empowerment.关键词
