超大城市社区异质性的双重效应及治理路径
The Dual Effects and Governance Approaches of Community Heterogeneity in Megacities

Abstract
Community heterogeneity has become a common phenomenon in China's megacities,and fostering residents'sense of belonging in heterogeneous communities has thus become a key issue for enhancing urban inclusiveness and governance effectiveness.The social outcomes of community heterogeneity manifest in two dimensions of"structural differentiation"and"functional complemen-tarity".Structural differentiation leads to fragmentation of residents'needs and conflicts in internal models,weakening deep interactions and cross-group trust,thereby eroding the sense of communi-ty belonging.Functional complementarity fosters inclusive norms and diversity dividends through the integration of diverse resources and collaborative interactions,strengthening the resilience and inclusiveness of community belonging.The negative dissolution and positive reconstruction of com-munity belonging result from the nonlinear interactions of heterogeneous elements within the com-munity system,and the direction of their evolution depending on the moderating role of community interaction catalysts.As urban development enters a new stage focused on improving the quality and efficiency of existing stock,the approach to cultivating a sense of community belonging should shift from"eliminating heterogeneity"to"activating diversity",and from expansion-driven growth to tapping the potential of existing stock.Through the two mutually reinforcing and interdependent practical pathways of"heterogeneous symbiosis"and"stock quality enhancement",we can build mechanisms for interactive integration among diverse groups,foster endogenous momentum through resource revitalization,and transform communities into spaces where heterogeneous sub-jects each find their place and engage in mutual benefit and co-creation.In this way,community heterogeneity becomes the micro-social foundation and source of vitality driving the high-quality de-velopment of megacities.关键词
