Cognitive Warfare in Great Power Competition:Western Strategic Layout Against China and the Construction of China's Cognitive Warfare System

Abstract
[Purpose/Significance]At present,the focus of great power competition is shifting from traditional hard power rivalry to the deep cognitive domain centered on information,ideas,and value identification.Cognitive warfare has become an important instrument in the Western strategic competition against China,characterized by concealment,systematicity,and long-term effectiveness.Its objective is to erode the value consensus and political identity of the tar-get state through conceptual erosion,narrative manipulation,cultural infiltration,and technology rule-binding,thereby achieving a"soft subversion."[Method/Process]Based on the evolutionary trajectory and strategic positioning of cog-nitive warfare,this paper analyzes the multi-dimensional layout and practical manifestations of Western cognitive war-fare against China,reveals the predicaments China faces in terms of conceptual aphasia,agenda disorientation,theoret-ical dependency,and insufficient institutional synergy,and proposes the construction path of a cognitive warfare system with Chinese characteristics.[Result/Conclusion]The research results indicate that the cognitive warfare system with Chinese characteristics should,at the strategic level,promote a proactive elevation from"passive defense"to"cognitive sovereignty";at the tactical level,establish a central coordination mechanism,build an autonomous conceptual supply system,deepen academic evaluation reform,and strengthen the three-dimensional communication ecology and profes-sional talent team building;at the foundational level,fortify the dual defense lines of value identification and cultural subjectivity.Through systematic and forward-looking construction of cognitive offensive and defensive systems,solid guarantees shall be provided for safeguarding national ideological security and enhancing international discourse power.关键词
