The Development and Evolution of Public Cultural Service Policies in China:Based on the Analysis of Policy Texts from 2006 to 2024

Abstract
[Purpose/Significance]This study systematically analyzes the development trajectory and evolu-tionary patterns of China's public cultural service policies to clarify the underlying policy logic and drivers,and to provide evidence-based references for further optimizing public cultural service policies.[Method/Process]Drawing on bibliometrics and related analytical methods,this study explores the policy evolution of China's pub-lic cultural service policies by adopting a four-dimensional analytical framework of"policy tools-policy objec-tives-participating subjects-external characteristics",and uses NVivo tool to conduct quantitative analysis on 98 public cultural service policies from 2006 to 2024,carrying out combined evaluations from multiple dimensions.[Result/Conclusion]The evolution of China's public cultural service policies can be divided into four stages.Nevertheless,deficiencies remain in policy instruments,service delivery modes,and the engagement of multiple stakeholders.To promote the high-quality development of public cultural services,it is necessary to strengthen balanced policy implementation,enhance digital and intelligent drivers,and foster multi-stakeholder collaboration.关键词
