三维框架下我国数据流通交易政策量化研究
Quantification Research on China's Data Circulation and Trading Policy under a Three-dimensional Framework

Abstract
[Purpose/Significance]The quantitative analysis and assessment of China's data circulation and transaction policies hold significant importance for refining policy design,accelerating the marketization of data elements,and promoting high-quality economic development.[Method/Process]This study constructs a three-di-mensional framework of"policy themes-policy tools-policy effectiveness",applies latent Dirichlet allocation(LDA)topic modeling,content analysis,and the policy modeling consistency(PMC)index model to conduct a comparative evaluation of data circulation and transaction policies from 2015 to 2024.[Result/Conclusion]In terms of policy themes,data circulation and transaction policies have encompassed five major core themes:data sharing and openness,digital economy and industrial innovation,data transaction management and construction,big data industry development,and data transaction standards and security.Regarding policy tools,supply-type policy instruments are most extensively applied,followed by environmental-type policy tools,with demand-type policy tools being the least utilized.As for policy effectiveness,the overall performance is good,but there is room for improvement in terms of foresight,integration with environmental protection,and policy safeguards.关键词
