The Essential Characteristics,Practical Dilemmas,and Legal Considerations in the Construction of New Think Tank for Ecological Conservation Red Line

Abstract
[Purpose/Significance]As a new type of think tank with Chinese characteristics,the Think Tank for ecological protection red line serves as an important institutional safeguard for advancing ecological civiliza-tion.This study systematically analyzes the practical logic and real-world challenges faced by think tanks in par-ticipating in the delineation of ecological protection red line from a legal perspective.[Method/Process]Employ-ing normative analysis and typological analysis methods,it reveals four dimensions of institutional deficiencies in think tanks:ambiguous legal positioning leading to improper allocation of rights and responsibilities,bureaucratic dependence causing a lack of independence,risks associated with professional competence in expert selection mechanisms,and insufficient safeguards for the legitimacy of decision-making procedures.[Result/Conclusion]The study proposes a legalization for institutional reconstruction.Specifically,it highlights the need to establish a legal framework that clarifies the institutional status and authority boundaries of think tanks;optimize organiza-tional governance structures to eliminate administrative dependency;strengthen full-cycle talent management to ensure professional capabilities;and improve decision-making and supervision procedures to enhance scientific rigor and credibility.These recommendations aim to support and practical guidance for the standardization and institutionalization of Ecological conservation red line new think tank,maintaining the authority of the ecological protection red line system,and offers significant reference value for improving the institutional framework of eco-logical civilization.关键词
