Essential Connotation,Key Elements and Advancement Paths of Cluster Cultivation Models for Highly Skilled Talents

Abstract
The essential connotation of cluster cultivation is manifested in four aspects:the reshaping of talent cultivation ecosystems based on industrial synergy,a competence-construction orientation centered on skill cluster development,value co-creation through symbiotic collaboration among multiple stakeholders,and the iterative evolution of cultivation systems that dynamically adapt to industrial upgrading.The effective operation of cluster cultivation models for highly skilled talents depends on a series of interrelated and organically connected key elements.Multi-stakeholder synergy among governments,vocational colleges,enterprises and industry associations constitutes the subject element;a modular and systematic skill cluster curriculum system constitutes the content element;digital training platforms and industry-education integration carriers constitute the support element;and evaluation-incentive mechanisms and resource allocation mechanisms constitute the guarantee element.To accelerate the implementation of cluster cultivation models for highly skilled talents,it is essential to build a multi-stakeholder collaborative governance mechanism to consolidate the organizational foundation for cultivation;develop a skill cluster curriculum system precisely aligned with industrial needs to improve cultivation quality;advance the construction of industry-education integration carriers to strengthen practice-based education;and refine the evaluation-incentive and resource guarantee systems to optimize the talent cultivation ecosystem.关键词
