高职院校转专业制度的实践困境及优化路径
Practical Dilemmas and Optimization Paths of the Major-change System in Higher Vocational Colleges

Abstract
The major-change system serves both as an extended institutional guarantee for higher education to uphold students'right to education and as a flexible regulatory strategy for dynamically matching talent cultivation with industrial human capital allocation.Based on the four-force game push-pull theory and the triple helix theory,and taking Beijing as a case,this research finds that the major-change system in higher vocational colleges exhibits the following practical characteristics:gradually relaxed policies have strengthened external pull forces;industrial rise and decline have formed push-pull games;dynamic major development has triggered push-pull contests;and students make rational decisions by weighing costs and benefits.Meanwhile,the study reveals the main dilemmas faced by the major-change system in practice:policy ambiguity and enrollment plan restrictions lead to insufficient external pull forces;industrial fluctuations and perception deviations cause instability and inaccuracy of push-pull forces;limited school resources,collusive interests,and low administrative efficiency constitute obstacles;and students'bounded rationality and weak adaptability result in psychological imbalance.To address these dilemmas,the following optimization paths are proposed:the government should strengthen top-level coordination and design,and improve the enrollment-cultivation linkage mechanism;industry and enterprise forces should be integrated to build data collection and monitoring platforms;schools should reform their major systems and promote dynamic coupling between major clusters and curriculum clusters;and students should enhance self-awareness and psychological adjustment to improve adaptability.关键词
