市域产教联合体协同治理的困境与纾解策略
Dilemmas and Alleviation Strategies of Collaborative Governance in Municipal Industry-education Consortium

Abstract
The multi-stakeholder participation characteristic of municipal industry-education consortia necessitates collaborative governance.Based on collaborative governance theory,this study constructs a collaborative dynamic analytical framework centered on three core elements:"substantive participation,shared motivation,and joint action capacity".Taking the municipal industry-education consortium in district A of city S as a case study,in-depth interviews with 36 participants reveal three governance dilemmas in collaborative practice:insufficient substantive participation from diverse stakeholders undermines the overall effectiveness of consortium construction;weak shared motivation diminishes the action efficacy of collaborative governance actors;limited joint action capacity hinders the formation of collaborative synergy.To further achieve effective collaborative governance of municipal industry-education consortia,the following measures are recommended:strengthening the consortium's goal positioning to promote substantive participation of multiple stakeholders;fostering shared motivation of multiple stakeholders through collaborative trust and public commitment as bonds;and enhancing the joint action capacity of multiple stakeholders by leveraging regulatory power,leadership and resources sharing as fulcrums.关键词
