基于共词聚类分析的中国耕地保护政策演变态势分析
Analysis of the evolution trend of China's cultivated land protection policies based on co-word cluster analysis

Abstract
Quantitative analysis elucidates the evolutionary patterns of land conservation policy changes,providing a scientific basis for the continuous refinement and standardization of policies.Taking 157 cultivated land protection policy documents issued in China from 1986 to 2024 as the research object,this paper identified 2-4 subject terms for each policy document,identified high-frequency subject terms through word frequency statistics to establish a co-word matrix,and conducts cluster analysis with SPSS 21.0 to explore the temporal evolution of policy focuses.The results showed that:China's cultivated land protection policies had gone through four sta-ges:the quantity control-dominated period,the period of strict quantity control and quality germination,the period of equal emphasis on quantity and quality institutionalization,and the three-in-one deepening period.The quantity control-dominated stage initially es-tablished a legal framework,focusing on curbing cultivated land loss.The stage of strict quantity control and quality germination shifted the policy focus to"quantity protection+land use regulation".The period of equal emphasis on quantity and quality institutionalization transformed from"quantity protection"to the dual protection of"quantity+quality".The three-in-one deepening period moved to-ward the three-in-one protection of"quantity,quality,and ecology",and the policy system became more mature.Co-word analysis and cluster analysis effectively revealed the trajectory of policy changes and their driving logic.Policy focus areas differed across stages and had gradually become more diversified,evolving from single quantity control to multi-dimensional collaborative governance.Fur-thermore,they revealed a new trend of expanding from stabilizing production capacity to integrating with ecological protection and strate-gic coordination,thus establishing a cultivated land protection system with China's characteristics.In the future,China's cultivated land protection policies need to further refine the implementation rules of the"three-in-one"protection system,increase investment in science and technology,promote integration with rural revitalization and ecological restoration,improve supervision mechanisms,pay at-tention to new issues,and draw on international experience.关键词
