职业教育教学关键要素改革的制度需求与创新
Institutional Requirements and Innovation for the Reform of Key Teaching Elements in Vocational Education
摘要
Abstract
The systematic advancement of the reform of key teaching elements in vocational education requires the support of a sound institutional framework.The analytical paradigm constructed by the theory of institutional change—comprising externally induced demands,path-dependence constraints,and adaptive innovation—precisely aligns with the dynamic evolutionary logic of the reform of key teaching elements in vocational education,providing an ideal theoretical entry point.The in-depth advancement of the reform of key teaching elements in vocational education faces institutional bottlenecks,including:isolated,piecemeal reforms leading to entrenched patterns of thinking and poor coordination and integration among elements;shortcomings in the school-enterprise co-governance system,with blurred boundaries between the rights and responsibilities of both parties;insufficient supporting incentive and safeguard mechanisms,resulting in weak motivation for all stakeholders to participate in reform;and rigid evaluation models,with delays in establishing a closed-loop system covering the entire reform cycle.The reform of key teaching elements in vocational education and training in the new era requires establishing a full-chain coordinated institutional framework to ensure that reforms across these elements proceed in unison;improving the school-enterprise co-governance system to clarify the boundaries of rights and responsibilities in integration between industry and education;refining multidimensional incentive and support mechanisms to stimulate endogenous reform momentum among all stakeholders;and establishing a full-cycle evaluation and management system to address shortcomings in closed-loop reform management,thereby contributing to the development of the modern vocational education system.关键词
