Abstract
This paper reconciles a tension between two strands of literature regarding China's new round of land certification program:while the program has generally yielded positive effects for farmers,many households have exhibited a notable lack of enthusiasm toward the process.A substantial proportion of households had already obtained land certificates during the previous round of contracting;for these households,the new round merely involved renewing the certificate without enhancing land tenure security,hence their indifference.Conversely,for households previously lacking certificates,the new round increased land tenure security.By distinguishing between certificate renewal and new issuance,this study reveals the impact of land tenure security on rural household consumption.Our findings indicate that certificate renewal has no significant effect on household consumption,while new issuance leads to a 5.8%increase in per capita monthly consumption.The underlying mechanisms include a livelihood transition toward non-agricultural sectors and increased land rental income.These effects are concentrated among non-poor households,as structural barriers limit the capacity of impoverished farmers to enhance consumption through these channels.Therefore,policy emphasis should be placed on leveraging empowering measures,such as land certification,to stimulate rural consumption.In the context of the second round of land contract extensions,further strengthening the stability of contracting rights remains beneficial.Additionally,it is of practical significance to utilize complementary policy support to improve the welfare of labor-constrained households and those who have already obtained land certificates.关键词
