北京市工会职工服务阵地发展历程探究及启示
Research on the Development Course and Enlightenments of Staff Service Venues of Beijing Trade Unions

Abstract
The construction and operation of trade union staff service venues are directly tied to the performance of trade union duties,fulfillment of missions and shaping of institutional image,and play a vital role in attracting,uniting and serving employees effectively.As China's capital,Beijing boasts a typical and forward-looking development course of trade union staff service venues.This paper systematically sorts out the evolutionary context of such venues in Beijing and divides their development into four stages.The first is the embryonic stage,marked by the establishment of the concept of service-oriented trade unions and the proposal of a three-tier service system.The second is the foundational layout stage,when the framework of a three-tier service system covering municipal,district(industrial)and grassroots levels was fully built.The third is the improvement and maturation stage,featuring refined operational mechanisms,complete supporting service facilities,and standardized,tangible construction of grassroots service venues.The fourth is the deepening and upgrading stage,during which venue functions shifted from full coverage to refined and high-quality targeted services.This developmental trajectory clearly illustrates how staff service venues evolved from conceptual frameworks into tangible platforms,from basic structural setup to systematic improvement,and ultimately achieved comprehensive upgrades in service capacity and connotation.The practical explorations of the Beijing Federation of Trade Unions provide valuable references for trade unions nationwide in the new era to implement the requirements set by the 18th National Congress of Chinese Trade Unions and the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China on improving the employee service system and participating in social governance,so as to steadily advance high-quality construction and sustainable development of staff service venues.关键词
