Equity analysis of healthcare security human resources allocation in Guangxi based on health resource agglomeration degree and concentration index

Abstract
Objective To analyze the equity of healthcare security human resources allocation in Guangxi,providing references for optimizing healthcare security personnel allocation.Methods Data related to the personnel of healthcare security administrative machinery and healthcare security handling institutions in 14 prefecture-level cities of Guangxi between 2020 and 2022 were collected through a personnel census form.Descriptive statistical analysis was adopted to analyze the changes in the number and structure of the personnel team.The health resource agglomeration degree(HRAD),population agglomeration degree(PAD),and concentration index(CI)were employed to evaluate the equity of healthcare security human resources allocation in Guangxi from three dimensions of geography,population,and economic development.Results(1)Compared with 2020,the number of personnel in healthcare security administrative machinery in Guangxi decreased slightly in 2022,while the number of personnel in healthcare security handling institutions maintained an upward trend.Overall,the proportions of highly educated,legal and information technology professionals in the administrative machinery and handling institutions of healthcare security in Guangxi were relatively low.(2)Human resources allocation in healthcare security administrative machinery:compared with 2020,the maximum values of HRADi and HRADi/PADi ratio in 2022 were closer to 1,whereas in 2020 and 2022,there were 8 and 6 prefecture-level cities respectively where HRADi<1,and 8 prefecture-level cities each had HRADi/PADi ratio<1.(3)Human resources allocation in healthcare security handling institutions:compared with 2020,the maximum values of HRADi and HRADi/PADi ratio in 2022 were closer to 1,whereas in 2020 and 2022,there were 6 and 7 prefecture-level cities respectively where HRADi<1,and 5 and 7 prefecture-level cities respectively had HRADi/PADi ratio<1.(4)In 2020 and 2022,the CI of healthcare security administrative machinery and handling institutions in Guangxi were both negative.Conclusion The equity of healthcare security human resources allocation across demographic and geographic dimensions in Guangxi has shown improvement;however,there is a shortage of personnel in economically developed areas.Meanwhile,the healthcare security workforce is confronted with challenges such as personnel attrition,insufficiency of newly recruited staff,and a scarcity of highly educated professionals as well as certain specialized personnel.关键词
