全球—地方互动视域下海南省海洋环境治理政策分析
Analysis of Marine Environmental Governance Policies in Hainan Province From the Perspective of Global-Local Interaction

Abstract
Against the backdrop of globalization,the integrated land-sea governance model for the marine environment urgently requires comprehensive elucidation through the lens of global-local interaction.Analyzing the multi-scalar collaborative logic of marine environmental governance policies,taking Hainan Province as a representative case is of significant importance for advancing marine environmental governance practice within amid globalization dynamics.Using the fuzzy set qualitative comparative analysis(fsQCA)method and necessary condition analysis(NCA),this paper explores the synergistic influence of four factors,namely,institution-oriented command and control,spatial governance-oriented market incentives,technology-driven information disclosure,and collaborative governance-oriented public participation,on the marine environmental governance in Hainan Province from the perspective of global-local interaction,and identifies multiple configurational pathways for differentiated marine environmental governance.The findings show that:(1)Hainan Province's marine environmental governance policy has undergone a phase of initial exploration,system construction,strategic advancement,and high-quality development.(2)No single factor alone constitutes a sufficient or necessary condition for realizing marine environmental governance;rather,the combination of various elements generates three distinct configurational pathways for governance practice,which can be categorized into three models:"Government-Led,""Multi-Stakeholder Collaborative,"and"Public-Driven."(3)In light of the specific characteristics of these different pathways,efforts should be directed toward-respectively-strengthening institutional coordination and information governance capabilities,refining multi-stakeholder collaborative governance mechanisms,and enhancing institutional safeguards for public participation.(4)Within the context of global-local interactions,marine environmental governance policies should undergo a reconstruction of their implementation pathways,focusing on the spatial coordination of marine domain governance,the coastal zone management of terrestrial domains,and the interplay between global institutions and local practices.Moving forward,marine environmental governance policies must be advanced synergistically through the continuous interaction between global institutional frameworks and local practices,thereby achieving a significant enhancement in both policy efficacy and eco-social benefits.关键词
