海洋倾倒区用海管理政策研究
Policy Research on the Sea Area Use Management for Marine Dumping Zones
摘要
Abstract
With the rapid development of the economy,the scale of marine waste dumping has gradually increased,leading to a growing demand for sea area use in marine dumping zones.These zones occupy marine spatial resources,and according to relevant laws and regulations,their sea area usage must be regulated.This paper systematically reviews the management practices of marine dumping zones in China,conducts an in-depth analysis of existing issues,including unclear nature of sea area use,incomplete management of sea area use approvals,absence of standards for controlling the size of marine dumping zones,incomplete policies on sea area use fee collection,and insufficient mid-and post-event supervision.Furthermore,it proposes policy recommendations for the management of the sea area usage of marine dumping zones,providing a theoretical foundation for the next step in formulating regulations on the sea area usage for marine dumping zones.关键词
