应用型高校高技能科技人才管理存在的主要问题及对策
The Major Issues and Countermeasures in the Management of Highly Skilled Scientific and Technological Talents in Application-Oriented Universities

Abstract
To enhance the management efficiency of highly skilled scientific and technological talents in application-oriented universities and foster a virtuous cycle integrating education,science and technolo-gy,and talent development,this paper addresses the urgent need to deepen the mechanisms for attrac-ting and cultivating such talents.Using questionnaire-based research methods,it conducts an in-depth analysis of talent development and management mechanisms,proposing corresponding mechanisms,models,and countermeasures for cultivating high-skilled scientific and technological talents in applica-tion-oriented universities.The findings reveals that,to some extent,current talent management in these universities confronted with several challenges:inadequate mechanisms for talent selection and recruit-ment,insufficient support systems for talent development,unreasonable assessment and evaluation frameworks,lagging development of policy-friendly environments,and an underdeveloped collaborative education mechanism.These issues result in significant shortcomings in applied universities regarding their appeal to high-skilled scientific and technological talents,their developmental momentum,and in-novation vitality.To address these challenges,this paper proposes targeted strategies tailored to the characteristics of application-oriented universities,including deepening industry-education integration,leveraging the role of science and technology platforms,strengthening collaborative cultivation with re-search-oriented universities,and optimizing the policy soft environment.The aim is to build a talent de-velopment and management system aligned with the orientation of application-oriented universities,en-hance the quality of high-skilled scientific and technological talent cultivation,and offer robust talent support for national strategies and economic growth.关键词
