"全球南方"安全合作:一个分析框架
Security Cooperation within the Global South:An Analytical Framework

Abstract
Amid the turbulent and transformative currents of the contemporary world,the Global South has witnessed its collective rise.The deepening of security cooperation represents a prominent trend in the ongoing rise of the Global South and serves as a key dimension to examine this process.For this reason,security cooperation in the Global South is both worthy of and in urgent need of systematic scholarly investigation.This paper puts forward a holistic analytical framework for the study of security cooperation among Global South countries,which conducts empirical analysis of such cooperation and envisions its development trajectory from a normative perspective.This framework primarily focuses on three core questions.First is the question of content:what kind of security does the Global South pursue?Second is the question of pathway:how should the Global South carry out security cooperation to satisfy the aforementioned security demands?Third is the question of objective:what state is the Global South likely to evolve into through the aforementioned security cooperation? Firstly,in terms of the content dimension,the security aspirations of Southern countries simultaneously cover existential security,ontological security,recognition security,and development security.Secondly,in terms of the pathway dimension,cooperation on existential security guided by the Global Security Initiative,cooperation on ontological security and recognition security guided by the Global Civilization Initiative,and cooperation on development security guided by the Global Development Initiative jointly constitute the distinct facets of security cooperation in the Global South.Meanwhile,security cooperation in the Global South as an integral whole needs to take the Global Governance Initiative as its guidance to realize its transcendent significance.Thirdly,in terms of the objective dimension,with the advancement of security cooperation among Southern countries,a Global South community with a shared future—rooted in a security community,an interest community,an affective community,and a value community—will gradually come into being. As the world moves increasingly toward disorder,the very existence of the Global South and its security cooperation signifies success and progress in its own right.A Global South with genuine subjectivity and a more equitable North-South relationship hold the promise of building a more desirable global order.Only when such a global order is truly established will a community with a shared future for mankind become a foreseeable prospect.关键词
