Supply-Side Structural Reform in 10 Years:Core Essence,Times Characteristics and Objective Law

Abstract
Supply-side structural reform is a significant addition to the"gene pool"of China's independent economic knowledge system and an important practical exploration of macroeconomic management theory.Relevant research systematically addresses issues such as the definition,application fields,core tasks,and implementation effects of supply-side structural reform,providing a reference for studies on related topics across various sectors,though it also has its limitations. First,this study delves into the core essence of supply-side structural reform from the perspective of the"coin theory",and scientifically elucidates its theoretical foundation through multiple theories.It further systematically analyzes the contemporary characteristics of the reform via meetings such as the Central Financial and Economic Committee Meeting and the Central Economic Work Conference,summarizing the objective laws and fundamental principles that reform should adhere to under the new circumstances.The research reveals that supply-side structural reform is profoundly rich in connotation.It neither represents a complete rejection of demand-side management nor a mere replication of supply-side economics,but rather an innovative practice grounded in China's realities.Balance,equilibrium,coordination and integration of supply-demand are the core tenets of supply-side structural reform.supply-side structural reform is rooted in policy practices of China's economic development,and draws upon theories such as new supply economics,Marxist political economy,and socialist political economics with Chinese characteristics.The tasks of supply-side structural reform vary across different economic development stages.As supply-side structural reform deepens,its fundamental requirements,key areas,and core tasks undergo timely adjustments aligned with economic development stages and macroeconomic regulation needs.Under the new circumstances,China's economy must take supply-side structural reform as the main thread,with expanding domestic demand as the strategic foundation,driving high-quality supply through innovation,using new demand to guide new supply,and leveraging new supply to create new demand,while further understanding reform's connotation. Compared with existing literature,this paper's marginal contributions are as follows:First,based on the"coin theory",it analyzes the core essence of supply-side structural reform from perspectives such as supply-demand balance,coordination,synergy,and integration,fully revealing the inherent requirement for maintaining synergy and integration between supply and demand markets.This avoids an overemphasis on supply at the expense of demand,enhances understanding of core principles of supply-side structural reform,and provides conceptual references.Second,considering the practical realities of supply-side structural reform,it appropriately interprets its theoretical foundations based on theories such as the political economy of socialism with Chinese characteristics,offering theoretical insights for related studies.Third,drawing from meetings of the Central Financial and Economic Leading-Group Meeting and the Central Economic Work Conference,it examines the contemporary characteristics of supply-side structural reform by analyzing reform priorities and objectives across different periods,deepening understanding of these features and providing directional guidance for related research.Fourth,from perspectives such as reform priorities and domestic demand vitality,it organizes and summarizes the objective laws and fundamental principles followed by supply-side structural reform under new circumstances,enhancing comprehension of these laws and principles among various stakeholders and offering a framework for related research. The advocacy and deepening of supply-side structural reform reflect the strategic orientation of China's economy entering a new stage of development.A deep understanding of its core essence,theoretical basis,and contemporary characteristics can help tell China's story well,summarize China's practices,and refine China's theories.The research on supply-side structural reform in this paper is of certain reference value for further advancing supply-side structural reform and relevant academic research.关键词
