Empowering High-Quality Development of the Silver Economy with Digital Intelli-gence:Internal Logic,Key Issues,and Strategic Pathways

Abstract
As the acceleration of population aging deeply intersects with the new round of technological revolution,China is at a critical historical stage of reshaping its driving forces for economic and social development.Digital and intelligent technologies are comprehensively penetrating and reshaping the industrial boundaries and service paradigms of the silver economy.However,existing studies mostly focus on macro-level significance or single-scenario applications,lacking a comprehensive analysis of the underlying logic,systemic dilemmas,and holistic promotion pathways of the digital and intelligent empowerment of the silver economy.Therefore,from a macro perspective,this paper systematically explores the internal logic,key issues,and promotion pathways for the digital and intelligent empowerment of the high-quality development of the silver economy,aiming to provide decision-making references for the governance of an aging society and the formulation of industrial policies. The study finds that the internal logic of empowering the silver economy through digital intelligence can be explicated from two dimensions:logical foundation and logical mechanism.The logical foundation stems from the pull of the national strategic system,the drive of structural supply-demand contradictions brought about by aging,and the feasibility enabled by the penetration of general-purpose technologies.The logical mechanism presents a progressive,inside-out chain of effects:At the micro level,digital and intelligent technologies release consumption potential and activate individual value by expanding the viable capabilities of the elderly and reducing future uncertainties;at the meso level,they lead structural market changes by reconstructing production factors,and enhance market operational efficiency by utilizing digital platforms to reduce transaction costs and rebuild trust mechanisms;at the macro level,the introduction of data elements injects new growth momentum with increasing returns to scale into the silver economy,and drives social governance models toward data-driven,holistic intelligent governance. However,current empowerment practices face the following structural dilemmas:First,technological bottlenecks:the R&D of fundamental hardware and software lags behind,the integration of cutting-edge technologies into scenarios is insufficient,and age-friendly adaptations remain superficial.Second,market failures:fragmented supply systems are disconnected from integrated demands,and the allocation of data elements is inefficient.Third,user dilemmas:complex multidimensional digital divides hinder effective adoption,and impersonal digital rules mismatch the acquaintance-society trust systems,building subjective trust barriers.Fourth,social risks:algorithmic discrimination exacerbates service inequities,over-reliance induces emotional alienation,and a"bidirectional squeeze"is formed against traditional nursing jobs and the re-employment of the elderly.Fifth,institutional absences:the lack of industrial technology and safety standards leads to market disorder,and data governance mechanisms alongside forward-looking risk regulatory systems are severely lagging. In response to the above issues,this paper proposes systemic promotion pathways:perfect top-level design and strategic layout to construct differentiated empowerment pathways with Chinese characteristics;strengthen technological breakthroughs and transformation to establish a new paradigm of deep application;optimize core market mechanisms to build an integrated,open,and data-driven new ecosystem;enhance user capabilities and trust to solidify the demand foundation for digital and intelligent empowerment;adhere to"ethics first"and inclusive development to prevent and mitigate social risks;and perfect the institutional supply system to optimize the development environment of the silver economy.关键词
