Crux identification and pathway optimization for coordinated legislation in watershed ecological conservation
摘要
Abstract
At present,collaborative watershed legislation in China still faces issues such as unclear legislative subjects,ambiguous legislative authority and procedures,and interest conflicts during the legislative process.To address these problems and further optimize this mechanism,it is necessary to clarify the hierarchical relationships in legislation,define the status and powers of collaborative legisla-tive subjects,and specify concrete procedures.In addition,a cross-filing and subsequent evaluation mechanism should be established to reduce local interest conflicts in legislation,while public participation should be strengthened to widely incorporate opinions and sug-gestions,thereby refining the operational rules for regional collaborative legislation on watershed protection.关键词
