濒危动物药材羚羊角资源的保护、贸易和利用现状分析
Protection,Trade,and Utilization Status of Endangered Animal Medicinal Material Antelope Horn(Cornu Saigae Tataricae)

Abstract
Antelope horn(Cornu Saigae Tataricae)is a commonly used medicinal material derived from an endangered animal,originating from the horn of Saiga tatarica of the Bovidae family.In China,this wild animal is under national first-class protection,in accordance with the Convention on International Trade in Endangered Species of Wild Fauna and Flora(CITES),China strictly scrutinizes the trade and use of antelope horns.A comprehensive analysis of the conservation,trade and utilization of this species reveals that illegal trade of antelope horns still exists,requiring continuous efforts to implement strict crackdowns.Legitimate access is currently limited to government-sealed stockpiles,as well as international trade registered with CITES.In China,antelope horns are mainly used in traditional Chinese medicine(TCM)decoction pieces and Chinese patent medicines.However,the number of Chinese patent medicines containing antelope horns has dropped significantly due to the high price.Fortunately,research on artificial Cornu Saigae Tataricae powder is advancing rapidly and is expected to achieve equivalent substitution.In recent years,the saiga population in Kazakhstan has recovered rapidly and has exceeded the carrying capacity of the habitat,resulting in a significant increase in the stockpile of antelope horns.With the coordination of Kazakhstan and China,CITES has allowed Kazakhstan to conditionally export antelope horns.Therefore,China should adjust its strategy promptly,and preparations should be made including protocol signing,traceability,inspection,and quarantine.After being included in the customs catalogue,antelope horns can be imported in compliance with the regulations,thereby achieving a dynamic balance between protection and utilization.关键词
