中国绿色金融政策演变及其特征
Evolution and characteristics of China's green finance policies:An analysis of policy texts from 1995 to 2025

Abstract
Green finance is a crucial means for China to achieve its"dual carbon"goals and ecological civilization construction.By establishing a three-dimensional analysis framework of"policy theme-implementing institution-administrative effectiveness",and using methods such as LDA topic model,TF-IDF algorithm,text sentiment mining,and PMC index model,a quantitative text analysis was conducted on 666 green finance policies from 1995 to 2025.The results indicate:1)The evolution of China's green finance policies can be divided into four stages:policy system preparation(1995-2011),ecological civilization promotion(2012-2016),policy pilot innovation(2017-2019),and policy full-scale promotion(since 2020).2)Policy characteristics include:①Policy themes focus on modernization of the financial governance system,modernization of financial governance capabilities,the"dual carbon"target strategy,and ecological civilization construction.② The implementing institutions are mainly the People's Bank of China and local governments,supplemented by the National Development and Reform Commission,the Ministry of Finance,and local regulatory authorities.Among them,28 central departments involve 81 co-occurrence relationships,and 43 local departments involve 111 co-occurrence relationships.The top-level control of the central level is stronger,and the complexity of the local execution network is higher.③The overall performance of 20 representative green finance policies is good(PMC=5.01),among which the policy function score is the highest(PMC=0.69),and the policy timeliness score is the lowest(PMC=0.38).In the future,optimization in terms of the long-term benefits of the policies needs to be considered.关键词
