Research on Multi-Network Integration Development Strategies and Policy Measures Based on Empirical Analysis

Abstract
[Objective]The"Outline for Building a Strong Transportation Country"and the"Comprehensive National Transport Network Planning Outline"clearly propose to promote"the integrated development of trunk railways,intercity railways,urban(suburban)railways,and urban rail transit."The"15th Five-Year Plan"period is the key five-year transition from the comprehensive initiation to the basic completion of building a strong transportation country.Objectively evaluating the status quo and existing problems of the integrated development of multi-level rail transit and proposing development strategies and policy measures serve as important support for the construction of a strong transportation country.[Methods]Taking the Beijing-Tianjin-Hebei urban agglomeration,the Yangtze River Delta urban agglomeration,the Guangdong-Hong Kong-Macao Greater Bay Area,and the Chengdu-Chongqing economic circle as research objects,and using methods such as site surveys,symposiums,and analytical studies,this study analyzed the development status and existing problems from the perspectives of rail transit systems,rail project construction,line interconnection,overall hub layout,construction and operation management,and policy and regulatory guarantee.According to the new circumstances and requirements arising from the implementation of major regional strategies and new-type urbanization,the development strategies and policy measures for the"15th Five-Year Plan"period were proposed.[Results]The results showed that,after more than 20 years of development,the"multi-network integration"of urban agglomerations in China entered a new stage of higher quality,higher level,and higher standard,but still faced a series of problems that need to be addressed.[Conclusion]During the"15th Five-Year Plan"period,multi-network integration,stock optimization,interconnection,economy and practicality,operation management,and reform and innovation should be taken as the development directions.The following policy measures are proposed:optimizing network planning and approval management,promoting"hard connectivity"of infrastructure and"soft connectivity"of transport services,strengthening project construction and evaluation management,vigorously improving quality,efficiency,and public transportation operation,and orderly promoting reform and innovation of institutional systems,standards,and regulations.关键词
