我国公共健康治理能力的成效与挑战
Achievements and Challenges of Public Health Governance Capacity in China

Abstract
In the context of continuous advancement of Healthy China Initiative,the achievements,current status and main challenges of China's public health governance capacity building were systematically reviewed,and targeted countermeasures and suggestions were proposed.The results showed that,China has achieved remarkable results in public health governance.From 2004 to 2023,the incidence of Class A and B notifiable infectious diseases decreased by 19.00%,maternal mortality rate de-clined by 68.74%,and infant mortality rate dropped by 79.07%,while the capacity for responding to public health emergencies has continuously improved.In 2024,the averagely comprehensive score of public health governance capacity across 34 provincial-level administrative regions reached 659.09 points,achieving a"moderate"appropriate level,with an average increase rate of 11.80%from 2018 to 2024,and governance capacity showed high correlation with health outcomes.Five prominent problems still persisted,including lack of coordination mechanisms in routine work,absence of assessment mechanisms for responsibility imple-mentation,lack of stable investment mechanisms,insufficient knowledge and skills of professionals,and inadequate monitoring and early warning capabilities,which were rooted from unclear and unaccountable responsibilities of relevant supporting depart-ments.It is necessary to promote continuous improvement of public health governance capacity and high-quality development of Healthy China Initiative through five pathways of clarifying departmental responsibilities and strengthening assessment,improving coordination mechanisms for routine work,establishing sustainable investment mechanisms,cultivating interdisciplinary profession-als,and strengthening monitoring and early warning capabilities.关键词
