信息生态视角下处方流转运行机制与优化路径研究基于信息生态理论与利益相关者理论
Operation Mechanism and Optimization Pathways of Prescription Circulation from An Information Ecology Per-spective Based on Information Ecology Theory and Stakeholder Theory

Abstract
Drawing on information ecology theory and stakeholder theory,the operational mechanism,practical challenges,and optimization pathways of prescription circulation in China were systematically analyzed.Semi-structured in-depth interviews were conducted with 28 key informants,including healthcare administrators,officials from medical insurance departments,aca-demic scholars,and representatives from third-party platforms from October to November 2024.Thematic analysis was employed to code.And an analytical framework was constructed under the information ecology theory.The findings indicated that three pri-mary models of prescription circulation ha emerged in China,which were the traditional paper-based model,the institution-led closed circulation model,and the platform-led open circulation model.However,the current system still faces several con-straints,including insufficient incentives for hospitals,poor alignment of drug formularies,lagging information system develop-ment,ambiguous regulatory responsibilities,and inadequate pharmaceutical service capacity.Meanwhile,policy mandates,in-creasing patient demand for convenient access to medications,and the ongoing trend of separating prescribing and dispensing serve as key driving forces.It is essential to adopt a holistic information ecology perspective,focusing on standardizing information sys-tems,improving benefit-sharing mechanisms,strengthening cross-sectoral regulatory coordination,and enhancing pharmaceuti-cal service capacity,thereby promoting efficient and sustainable operation of prescription circulation.关键词
