Regionalized Rural Revitalization:Theoretical Interpretation,Scale Reconstruction,and Planning Responses

Abstract
Rural revitalization is transitioning from a dispersed,point-based model of"single-village breakthroughs"to a clustered collaborative model aimed at regional common prosperity.However,its principles of spatial organization,the mechanism of scale restructuring,and planning pathways remain to be systematically explored.Based on an analysis of county-level rural development challenges,this study first in-terprets the theoretical foundations of the functional spatial framework underpinning the regionalized promotion of rural revitalization.It then elucidates the mechanism of scale restructuring at the county-level.Finally,it develops the planning response and implementation framework to enhance the spatial effectiveness of rural clusters.The study proposes a three-dimensional planning response mechanism encompassing:1)connotation expansion-creating planning models adapted to cross-boundary opera-tions to improve resource utilization efficacy;2)governance transformation-broaden-ing planning governance to facilitate stakeholder collaboration and enhance structural efficiency;and 3)dynamic guidance-adapting planning controls to support cross-regional integration and coordinate diverse spatial functions.The hierarchical plan-ning implementation system operates three levels:emphasizing local conditions with graded integration at the regional level,achieving systematic integration through category-specific adaptation at the cluster level,and promoting point-area interac-tions through type-based compatibility.This study provides a theoretical foundation and planning framework for regionalized promotion of rural revitalization during China's"15th Five-Year Plan"period.关键词
