Abstract
River-related construction projects,while supporting socio-economic development,also impose higher requirements on water management.Effective post-approval supervision of such projects is fundamental to ensuring flood control safety.Using a district in Guangdong Province as a case study,this paper conducts on-site inspections of 32 approved projects and identifies several issues,including inconsistencies between construction practices and approved plans,arbitrary placement of temporary facilities,and inadequate flood-season preparedness measures.The underlying causes are mainly the disconnection between project design and implementation,insufficient enforcement of construction management responsibilities,and deficiencies in the supervision mechanism.To address these challenges,this study proposes countermeasures such as strengthening plan implementation,standardizing temporary facility management,and improving flood control and flood-season preparedness.These measures aim to enhance construction safety and regional flood control and drainage capacity.The findings provide practical references for optimizing post-approval supervision mechanisms for river-related construction projects and improving basin-wide flood safety management.关键词
