Mechanisms and Pathways Through Which Public Data Opening and Sharing Helps Enterprises Break Through the Innovation Dilemma

Abstract
Improving innovation quality matters for core technology breakthroughs and high-quality enterprise development,yet Chinese firms still show a tendency to value innovation quantity over quality.From the perspective of innovation uncertainty,this study incorporates public data opening and sharing into firms'high-quality innovation decisions and uses data on Chinese A-share listed companies from 2007 to 2022 to examine how provincial public data sharing platforms affect enterprise innovation quality.Theoretical analysis shows that R&D uncertainty lowers the expected returns to high-quality innovation.Public data sharing im-proves the external information environment,raises information identification efficiency,and reduces R&D risks,thereby strengt-hening firms'incentives to choose high-quality innovation.Empirical results show that public data sharing platforms improve enter-prise innovation quality,and the conclusion remains valid after parallel trend tests,placebo tests,propensity score matching,trend controls,clustering adjustments,and the exclusion of municipality samples.Mechanism tests indicate that the effect works mainly through lower R&D risks and faster enterprise digital transformation.Heterogeneity analysis finds stronger effects in central and eastern regions,non-manufacturing enterprises,non-high-tech enterprises,and state-owned enterprises.This study offers theoretical and empirical evidence on how public data policy can improve enterprise innovation quality.关键词
