Research on the Impact of Public Data Openness on New Quality Productive Forces

Abstract
As a key production factor in the digital economy era,data constitutes a crucial support for the development of new productive forces.So,can the opening of government public data effectively promote the development of new quality productive forces in cities?Based on the perspectives of institutional infrastructure and artificial intelligence,this paper analyzes the internal mechanism by which the opening of government public data affects the development of new productive forces in cities.Using the difference-in-differences method,this paper conducts an empirical analysis based on panel data from 285 prefecture-level and a-bove cities in China from 2009 to 2024 as the research sample.The results indicate that the opening of government public data is conducive to enhancing the new productive forces in cities.It will do so by promoting the construction of urban institutional infra-structure and advancing the development of artificial intelligence.Further research reveals that the scale of information technology talent will strengthen the promotional effect of public data opening on new quality productive forces.Heterogeneity tests show that in the eastern region and regions with higher levels of marketization,the promotional effect of government public data opening on new quality productive forces is more prominent.The research conclusion provides policy implications for expanding public data opening,promoting the construction of institutional infrastructure,and thereby unleashing the empowering effect of data elements.关键词
