ICA框架下流域生态治理的府际协同机制
Intergovernmental collaboration in watershed ecological governance under the ICA framework

Abstract
Based on the institutional collective action framework,the intergovernmental collaboration issues in watershed ecological governance were explored with the L Lake watershed of Wuhan Metropolitan Area as a case study.Restricted by the contradiction between the cross-border nature of ecological environments and the fragmentation of the administrative system,local governments were trapped in the dual dilemma of cooperation risks and transaction costs in watershed ecological governance,through which effective progress of intergovernmental collaboration was hindered.The results showed that though certain governance outcomes were achieved via four types of collaborative mechanisms including embedded networks,binding contracts,delegated authorization and mandatory governance in the L Lake watershed,cooperation risks and transaction costs were still regarded as the core challenges.Accordingly,resolution approaches were proposed,including improving collaborative mechanisms,establishing a fair benefit distribution system,rebuilding trust among local governments,and promoting participation of multiple stakeholders,so that the efficiency of intergovernmental collaboration in watershed ecological governance could be enhanced.关键词
