高等学历继续教育数字治理的内涵诠释、核心要素和实施进路
Connotation Interpretation,Core Elements,and Implementation Pathways of Digital Governance in Higher Academic Continuing Education

Abstract
Against the backdrop of the in-depth advancement of the digital education strategic initiative,emerging digital technologies such as artifi-cial intelligence,big data,and blockchain have generated an endogenous demand for digital governance in higher academic continuing education.Digital governance in higher academic continuing education refers to the systematic transformation of educational resources,management processes,and service e-cosystems through digital technologies.Its core elements include five aspects:governance objectives,governance organizations,governance participation,governance tools,and governance monitoring.In response to the practical demands of digital governance in higher academic continuing education,future efforts should focus on four key areas.First,at the theoretical level,a governance philosophy of"wisdom-goodness integration"that integrates technologi-cal rationality with value rationality should be established,facilitating a paradigm shift from technology-driven governance to value-oriented governance.Second,at the institutional level,coordinated measures should be advanced across three dimensions:data norms,coordination mechanisms,and security ethics.Third,at the implementation level,a data-driven and intelligence-empowered governance platform should be developed to harness the transforma-tive potential of digital technologies in the governance of higher academic continuing education.Fourth,at the guarantee level,a digital literacy training system should be built to improve the digital literacy of all staff.关键词
