摘要
Abstract
Technological democratization is an essential feature of the development of emerging industries. For the first time,the"15th Five-Year Plan"outline introduces sandbox regulation and trigger-based regulation for emerging industries, which constitutes an initial response to the regulatory tension under the trend of technological democratization. From the perspective of technological democratization, and integrating analytical methods from regulatory economics, sociology of technology, and evolutionary economics, this study takes the new energy vehicle industry as a context to explore the underlying mechanisms of regulatory failure in new business forms and the pathways for constructing novel regulatory frameworks. The findings reveal that technological democratization,by lowering operational barriers and cost prices, triggers a"bilateral externality"dilemma:on the demand side, risk proliferation and liability vacuum;on the supply side, welfare spillover intertwined with innovation depletion.Accordingly, this paper constructs a theoretical model of"technological democratization-externality governance-regulatory adaptation",and proposes that novel regulation should be framed by"lenient access, flexible enforcement, collaborative governance, and clarified accountability",employing sandbox regulation to isolate unknown risks during the breakthrough phase and trigger-based regulation to control stock risks during the maturity phase, thereby synchronizing regulatory rhythm with technological diffusion and aligning instruments with risk levels. The study suggests building a flexible governance system compatible with the logic of technological democratization,so as to achieve a three-dimensional equilibrium among innovation vitality, industrial efficiency, and public safety.关键词
