Motivations,Key Focus Areas,and Pathways of EU Civil-Military Intelligence Cooperation
摘要
Abstract
[Purpose]This study systematically examines the drivers,key areas,and practical pathways of EU civil-military intelligence cooperation,analyzing its core motivations and impacts to support understanding of EU security governance transformation and strategic au-tonomy evolution.[Method]Through literature analysis and policy text interpretation,it reviews cooperation content and institutional de-velopment,analyzes internal/external drivers and key areas,and evaluates effectiveness and limitations.[Result/Conclusion]The coop-eration,driven by internal security demands,external threats,and institutional gaps,has advanced in counter-terrorism,cybersecurity,and hybrid threats via institutional integration,technological collaboration,and trust building.However,this collaboration still faces multi-ple constraints,and its effectiveness and long-term prospects remain significantly uncertain.关键词
