数字政府建设如何促进企业绿色创新
How does digital government development promote corporate green innovation:evidence from the reforms of big data governance institutions

Abstract
The ongoing reconfiguration of governmental functions under digital governance is reshaping regulatory approaches and government-firm interactions.Understanding how the digital transformation of government affects firms'green innovation has become a key issue for achieving China's"dual carbon"goals and advancing Chinese modernization.This study develops a"government action-public oversight-firm response"theoretical framework to systematically examine the transmission channels and heterogeneous effects through which digital government influences corporate green innovation.Using a panel dataset of Chinese prefecture-level cities from 2012 to 2023,this study exploited the eighth-round reforms of big data administration agencies as a quasi-natural experiment and tested the hypotheses with a multi-period difference-in-differences(DID)model.The results showed that:① Digital government significantly enhanced corporate green innovation,exhibiting a pronounced"digital governance promoting green transformation"effect.This conclu-sion remained robust after a series of checks,including parallel-trend tests,controls for contemporaneous policy shocks,and placebo tests.② Mechanism tests indicated that digital government strengthened constraints from governmental green-development targets,in-creased public participation in environmental oversight,and prompted firms to adopt green innovation,thereby forming a multi-actor collaborative transmission pathway within the"government-public-firm"framework.③ Heterogeneity analysis revealed that,as the pollution sensitivity of governments and the public rose from lower to higher quantiles,the positive impact of digital government on green innovation strengthened accordingly,suggesting that the"digital governance promoting green transformation"effect was more pro-nounced in regions with a more sensitive external oversight environment.These findings suggest that deepening digital government de-velopment should be accompanied by the institutionalization of green-governance objectives,the improvement of channels for public participation,and the refinement of firms'incentive mechanisms to amplify the role of digital governance in driving innovation.By ana-lyzing multi-actor transmission mechanisms and contextual heterogeneity of digital governance,this study provides new evidence on the channels through which digital government shapes corporate green innovation.关键词
