Abstract
Sustainability and resilience are important objectives of Australia's national urban policy.Drawing on the three rounds of policy documents issued in 2011,2016 and 2024,the analysis examines their policy objectives, governance mechanisms and policy instruments. The findings reveal an evolution from environmental protection, resource management and climate adaptation, through smart investment,City Deals and cross-government collaboration,to net-zero transition, green infrastructure and systemic resilience building. However, clearly defined objectives do not necessarily result in effective implementation,as cross-level coordination, policy continuity and implementation mechanisms remain structural constraints. The Australian experience demonstrates that sustainability and resilience objectives must be translated, through policy coordination and collaborative governance, into concrete actions in planning, project implementation and performance evaluation in order to strengthen systemic resilience. It also provides a useful reference for rural resilience building in China in the context of urban-rural integration.关键词
