我国未来产业政策文本量化评价研究
Research on quantitative evaluation of future industrial policy texts in China
摘要
Abstract
Future industries serve as core carriers of new quality productive forces and exerts leading and transformative impacts on comprehensive economic and social development.By selecting future industry policies formulated by governments at all levels as research objects and adopting LDA text mining approach,this paper constructs an evaluation index system for future industry policies.The research findings show that the overall quality of the 10 samples of future industry policies reaches a satisfactory level with comprehensive policy contents.These policies score highly on indicators including policy attribute,target audience and policy functions,yet require optimization in policy timeliness,industrial coverage,policy priorities and policy instruments.Measures such as improving the classified and graded policy system,enriching the combination of policy tools,establishing a full-cycle monitoring and evaluation mechanism,and strengthening the construction of an innovation ecosystem and institutional guarantees should be taken to boost the innovative development of future industries.关键词
