Practical context and governance orientation:Construction of developmental social assistance policies under the goal of institutional optimization

Abstract
High-quality development with the goal of improving and optimizing the institutional system during the 15th Five-Year Plan period has put forward clear guidance for China's social assistance system at present and in the future.The policy goals and practical context of social assistance objectively demand an assistance framework featuring development-oriented institutional attributes.Based on the analysis of the development of China's social assistance,this paper argues that policy makers shall adapt to shifts in institutional evolution and beneficiary group structures,advance the structural transformation of social assistance,implement more proactive social policies,embody the modern features of social assistance.In practice,it is necessary to reinforce the policy guidance of development-oriented social assistance and create targeted development-oriented assistance programs,improve the monitoring and evaluation system of development-oriented social assistance,foster the culture of developmental assistance,and strengthen the humanistic care for children in difficulties in developmental assistance system,so as to construct a new ecosystem of social assistance development in the process of Chinese modernization.关键词
