Abstract
In view of the lack of systematic quantitative evaluation tools for urban digital public infrastructure,we used the Delphi expert consul-tation method and the analytic hierarchy process to construct a maturity evaluation indicator system based on capability maturity model theory.The proposed system encompasses six capability domains,namely organization,data,platform,application,operations and maintenance,assur-ance,as well as 18 capability subdomains.Five progressive maturity levels,ranging from initial to ecosystem,were defined along with corre-sponding scoring criteria.We conducted an empirical evaluation using data from 17 prefecture-level cities in Hubei Province,China.The results indicate that the proposed system can effectively identify phased shortcomings in the development of urban digital public infrastructure,support tiered and categorized advancement of citywide digital transformation,and provide methodological support for government decision-making.关键词
