市场化和绿色化政策变革背景下欧盟食糖产业演变特征及其驱动因素探究
Evolution and Driving Factors of the EU Sugar Industry in the Context of Market-Oriented and Green Policy Reforms

Abstract
The European Union(EU)is the world's third largest sugar-producing region,the largest producer of beet sugar,and the second largest sugar consumer,occupying a significant position in the global sugar industry.The abolition of production quotas in 2017 and the transition towards"green sugar"in 2020 have intensified market-oriented and green policy reforms,which in turn have exacerbated competition among EU member states and brought about notable changes in the EU's sugar production,consumption,and trade patterns.As this background,this paper,based on a systematic review of the current state of the EU sugar industry,focuses on the evolutionary characteristics and driving factors of the EU sugar industry during 2010-2025.The main findings are as follows:(1)The EU sugar policy has undergone a three-stage evolution,transitioning from"quota protection"to"market liberalization"and further to"green constraints combined with market liberalization";(2)The abolition of production quotas has boosted EU beet sugar production,shifting the EU from a net sugar importer to a net exporter,then to an importer,and finally to a dynamically balanced region;(3)Beet sugar yield fluctuations are influenced by the triple interplay of varietal improvement,the neonicotinoid pesticide ban,and the increasing frequency of extreme weather events,exhibiting a pattern of"technological progress offsetting climate-related risks";(4)Since the quota abolition,EU sugar prices have become more closely linked to international markets,with significant price disparities among member states and greater volatility observed in Poland;(5)EU sugar consumption displays an inverted U-shaped trend,initially rising and then declining,driven by the substitution of high-fructose corn syrup,sugar taxes on sugar-sweetened beverages,front-of-pack nutrition labelling policies,the application of high-intensity sweeteners,and stagnating population growth.It is projected that EU sugar consumption will fall to 14.5 million tonnes by 2035;(6)Sugar production within the EU has become increasingly concentrated in the dominant production areas of Germany,France and Poland,which together account for 61.4%of the total number of sugar factories and 69.03%of total sugar output;(7)The evolution of the EU sugar industry is driven by a combination of factors,including yield(determined by technology and extreme climate),sugar content,sugar price,sown area,sugar-related policies,consumption patterns,and external challenges.关键词
