Financing Models and Advancement Paths for Technology-Based Small and Medium-Sized Enterprises:Evidence from the Guangdong Model

Abstract
Technology-based small and medium-sized enterprises(SMEs)play a critical role in driving innovation and economic growth,yet they often encounter significant financing constraints.While existing literature has examined various financing approaches,relatively few studies have analyzed financing models under a multidimensional collaborative framework of"debt+equity+policy."This study addresses this gap by employing literature review,case analysis,and experience summarization to examine the current financing status and challenges faced by technology-based SMEs.It then investigates the innovative financing practices in Guangdong province and distills the core elements of the"Guangdong model".The findings reveal that technology-based SMEs face persistent financing barriers stemming from the mismatch between high risks and uncertain returns,and traditional commercial bank products struggle to align with the enterprises' life-cycle needs,while multi-level financing support systems often suffer from coordination failures.Conventional financing methods also exhibit structural deficiencies in providing precise and differentiated solutions tailored to enterprise demands,in contrast,the"Guangdong model"is grounded in sci-tech finance innovation and institutional reform,it emphasizes the deep integration of digitalization and integrated services,positions technological value as the primary basis for financing decisions,and highlights the synergistic coupling effects among government,financial institutions,and enterprises through precisely matched policy instruments.This approach effectively alleviates the financing difficulties of technology-based SMEs.On this basis,the paper proposes a"policy+mechanism"dual-wheel drive system through institutional innovation,the development of"technology+asset"adaptive financing instruments via product innovation,and the construction of"digital+integrated"service platforms through ecological empowerment.These recommendations offer actionable pathways for improving financing support for technology-based SMEs.关键词
