Technology Security Risks and Public Opinion Management Strategies in the Development of the Artificial Intelligence Industry:A Case Study of Guangdong Province's Artificial Intelligence Industry

Abstract
With the rapid iteration and deepening application scenarios of large model technologies,emerging technological security risks,such as data leakage,algorithmic discrimination,and deepfakes,have become increasingly prominent.This has triggered social public opinion characterized by strong suddenness,rapid dissemination,and significant management difficulty.However,the academic community has yet to establish an integrated analytical framework encompassing"industrial development-security risks-public opinion management."Furthermore,research on specific aspects such as the dissemination patterns of technological public opinion and governance effectiveness regarding tech-related events remains insufficient.Besides,regional studies tailored to Guangdong Province's unique institutional environment and industrial foundation are notably scarce.Therefore,this study takes Guangdong Province as an example and analyzes the technological security risk hazards and public opinion risk characteristics faced by artificial intelligence industry from the three dimensions of"foundation layer"-"technology layer"-"application layer",clarifies the evolutionary mechanisms of these risks and public opinion,and proposes corresponding management strategies.The study finds that the basic logic of public opinion triggers for technological security risks in Guangdong's AI industry follows a progressive pattern from the foundation layer to the technology layer and then to the application layer,the risks transition from latent to apparent,and the scope of public opinion impact expands from narrow to broad,while the transmission mechanism exhibits features such as diversified and stratified communication subjects,emotional and irrational spread,and online-offline linkage effects.Accordingly,the study proposes an innovative management strategy for technological security and public opinion,including building full-chain monitoring,coordinated disposal,and multi-faceted governance.By clarifying the technological security risks and the evolutionary mechanisms of public opinion in Guangdong Province's artificial intelligence industry,this study provides theoretical references and practical pathways for the high-quality development and security governance of the AI industry.关键词
