The Challenges and Strategies for Rural Managers'Integration into Rural Areas in the Context of County-level Urban-Rural Integrated Development

Abstract
The key to the integration of urban and rural areas in the county is to open up the two-way flow channel of elements.As an emerging force connecting urban and rural areas,rural managers bear the function of information and trust integration.The research shows that it faces three dilemmas:unequal power and responsibility,administrative affairs crowding out,and lack of trust and interest connection.Through gradual authorization and negative list to adjust the allocation of rights and responsibilities,optimize assessment and administrative burden reduction to release vitality,rely on"double embedding"and incentive compatibility contract to build trust sharing mechanism,managers are changing from"village operators"to"urban and rural financiers".The innovation of county talent mechanism should build an institutional ecology of equal rights and responsibilities,incentive compatibility and trust symbiosis,so as to provide effective guarantee for rural managers to perform their duties.关键词
