返乡创业试点政策对中西部县域劳动力流动的影响
The Impact of Returning-Home Entrepreneurship Pilot Policy on Labor Mobility in Central and Western Counties of China:Evidence from an Empirical Reseach Based on CFPS Data

Abstract
[Objective]This study tries to evaluate the impact of the returning-home entrepreneurship pi-lot policy on labor mobility and employment quality in central and western China.[Method]Using natu-ral experiment method,this study treats the three batches of pilot counties in central and western regions of China approved during 2016 to 2017 as the experimental group and non-pilot counties in those regions as control groups,and employs difference-in-differences model based on the CFPS data,and then conducts a series robustness check and mechanism tests.[Result]The policy significantly reduces the probability of migrant workers in central and western regions by about 10%,and the results remain robust while considering alternative functional forms,pandemic shocks and sample selection bias.Mecha-nism analysis shows that the policy increases local employment opportunities,improves employment efficiency,and optimizes industrial and employment structures.Meanwhile,the employment quality is improved,although the employment quality for workers with migration experience may decline.[Conclusion]The pilot policy promotes local employment and improves employment structure in central and western regions,but the heterogeneous effects on employment quality across different groups should not be ignored.关键词
