Abstract
[Purpose]To explore the driving logic,institutional design and practical effects of the transformation of Japan's intelligence system from long-term decentralization to centralization under Takaichi administration.[Method]On the basis of Williams'three-factor model,combined with Japan's strategic documents,legislative trends and reform measures in recent years,two new variables of geopoliti-cal responsiveness and economic securitization are introduced to construct an analytical framework integrating traditional structural con-straints and emerging endogenous tensions.[Result/Conclusion]The transformation of intelligence centralization promoted by the Takai-chi administration is the result of the joint action of the rising demand for interoperability of the Japan-US alliance,the change of the in-centive structure of the domestic sector and the expansion of economic security issues.The relevant reforms have enhanced Japan's strategic decision-making ability by strengthening the concentration of intelligence resources in the residence,promoting the legalization of informa-tion sharing and promoting the extension of intelligence functions to the field of economic security.However,the effectiveness of the re-form is still constrained by the inertia of the bureaucracy,democratic oversight,deepening dependence on US intelligence and increasing regional security dilemmas.关键词
