From Passive Defense to Comprehensive Confrontation:The Evolution of Baltic States'Intelligence Strategy Toward Russia

Abstract
[Purpose]Through a focused examination of the development of intelligence systems,reforms of intelligence agencies,and ex-ternal cooperation mechanisms in the three Baltic states,this study analyzes the evolution of their intelligence strategy towards Russia.[Method]Using the literature review method and case study analysis,this research will trace the transformation of the three Baltic states'intelligence strategies according to their phases of strategic adjustment,analyze the structure and functions of their intelligence systems,and elaborate on the reforms of their intelligence architectures since the Cold War as well as their recent development directions.[Result/Conclusion]The intelligence strategy evolution of"passive defense-strategic integration-active countermeasures-comprehensive confron-tation"fully reflects the increasingly tense relationship between the intelligence agencies of the three Baltic states and their Russian counter-parts.Against the backdrop of a complete alignment with Western powers,the intelligence agencies of the three Baltic states have attempted to curry favor with Western nations by continuously exaggerating the"Russian threat theory"and even the"China threat theory".Howev-er,such actions only exacerbate regional conflicts and tensions,contributing nothing to the positive development of the nations themselves.关键词
